India accepts simplified scrap import procedures

BIR | According to the BIR world recycling body, simplified procedures have been accepted for shipments of metal scrap into India. BIR and the Metal Recycling Association of India (MRAI) say that this agreement was reached following the latter’s recent meetings in Delhi with the Ministry of Steel and the Ministry of Environment and Forests (MoEF).

Through its Chairman Ikbal Nathani, MRAI reports that the MoEF has simplified the registration procedure for importers with India’s State Pollution Control Board (SPCB). The new registration form requires only basic details such as the name of the company, address and the import/export code. Furthermore, registration with a single SPCB covers all India imports although traders need to register with their respective pollution control boards to give themselves freedom to import. The arrangement means no restriction on trader-to-trader sales or high-sea sales.

The new simplified form will be issued shortly by the MoEF while the deadline for traders to send applications to their respective SPCBs has recently been extended to January 31 2010. The Form 9 transboundary movement document required under the original MoEF notification of July 21 this year is still needed and must be submitted to customs authorities at the time of clearance. However, no chemical analysis is needed while only name and address details should be mentioned in the relevant columns.

Meanwhile, the MRAI is still calling on the Indian authorities to amend the original notification in which ferrous and non-ferrous scrap metals are classified as ‘hazardous’.
